Workforce & Faculty Housing as Critical Educational Infrastructure

The housing crisis is no longer limited to students, it has moved directly into the faculty and staff ranks, creating an operational and human resources challenge for educational institutions nationwide. For K–12 districts and community colleges, the inability of employees to live near their workplace threatens recruitment, retention, and long-term institutional stability.

This session explores the emerging workforce housing frontier and how districts are leveraging underutilized land to develop middle-income, restricted-tenancy housing tailored to educators and staff.

Panelists will examine the legislative framework including California’s SB 330 and AB 2295 along with entitlement strategy, financing structures, and partnership models that make these projects feasible.

The discussion will focus on aligning institutional mission with private-sector delivery capacity to create stable, affordable housing communities that strengthen workforce continuity and educational outcomes.
